This study analyzed the role of business tourism in strengthening Medan’s destination competitiveness from the perspective of students in the Tourism Study Program at Universitas Katolik Santo Thomas. A <strong>mixed-methods</strong> approach was employed, combining quantitative surveys with students and qualitative interviews with industry practitioners and academics. The findings indicated that while Medan’s MICE infrastructure is relatively adequate, it remains suboptimal for attracting large-scale international events. The destination’s promotional strategies were found to be ineffective, and stakeholder collaboration lacked cohesion. Students were identified as having significant potential to support business tourism digitalization through technology-driven marketing innovations. The <strong>ABDIK</strong> (Business Tourism Digital Activation by Students) concept was introduced as a novel approach to empower students in MICE development. Penelitian ini bertujuan untuk mengkaji strategi pengelolaan sampah, perilaku wisatawan, dan keterlibatan masyarakat lokal dalam upaya menjaga kebersihan lingkungan. Objek dalam penelitian ini adalah wisatawan domestik dan asing, serta masyarakat lokal di kawasan Tanah Lot. Variabel yang diteliti meliputi infrastruktur pengelolaan sampah, kesadaran lingkungan wisatawan, dan partisipasi masyarakat. Metode penelitian yang digunakan adalah pendekatan kualitatif melalui wawancara terhadap 10 wisatawan, 1 pengelola, serta observasi dan dokumentasi lapangan. Hasil penelitian menunjukkan dominasi sampah plastik sekali pakai, infrastruktur yang belum merata, dan rendahnya kesadaran lingkungan wisatawan lokal dibandingkan wisatawan asing. Partisipasi masyarakat lokal dinilai masih minim, sehingga perlu ditingkatkan melalui edukasi dan program berbasis komunitas. Using a mixed-methods approach, this research combines qualitative and quantitative data analysis involving 400 respondents. The study evaluates the potential and challenges of urban ecotourism development, including the management of natural attractions, accessibility, accommodation facilities, and interactions between tourists and local communities. The social aspect analyzed includes the impact on the social structure and inequalities caused by tourism. The economic impact includes job creation and increased local income, while the environmental impact assesses the risk of environmental degradation due to mass tourism. Tujuan utama dari manajemen destinasi wisata berkelanjutan adalah untuk memastikan bahwa kegiatan wisata memberikan manfaat ekonomi bagi para stakeholders, dengan tetap menjaga kelestarian alam dan budaya. Pada konteks wisata, stakeholder mengacu pada semua individu, kelompok atau organisasi yang memiliki kepentingan atau terlibat dalam kegiatan pariwisata. Stakeholder ini dapat mempengaruhi dan dipengaruhi oleh industri pariwisata di suatu tempat wisata. The continuous surge in cases compelled the government to implement strategic measures through the enactment of Social Restriction policies. Although aimed at safeguarding public health, these measures inadvertently led to a slowdown, and in some cases, a temporary halt in numerous economic activities. The impact of these policies was particularly evident in the tourism sector, which experienced a significant decline in its contribution to regional tax revenues—especially from hotel, restaurant, and entertainment taxes. This study aims to evaluate and compare the significant differences in tax revenues from these three business sectors before and after the crisis. Using a quantitative approach with a comparative method, the study processes numerical data, which is then statistically analyzed to obtain an objective and accurate overview. Namun, masuknya kepemilikan asing dalam industri ini memunculkan polemik antara kebutuhan akan pertumbuhan ekonomi dan perlindungan terhadap kedaulatan nasional. Artikel ini bertujuan untuk menganalisis dinamika kepemilikan asing di sektor pariwisata, dengan menyoroti keuntungan ekonomi yang ditawarkan oleh investasi asing serta risiko yang dapat mengancam kedaulatan negara, khususnya dalam hal penguasaan sumber daya lokal, arah kebijakan, dan identitas budaya. Penelitian ini menggunakan metode penelitian hukum normatif, dengan pendekatan perundang-undangan dan konseptual, untuk mengkaji berbagai regulasi terkait, seperti Undang-Undang Penanaman Modal, Undang-Undang Kepariwisataan, serta Peraturan Presiden tentang Daftar Positif Investasi. Hasil kajian menunjukkan bahwa meskipun FDI memberikan kontribusi terhadap pembangunan infrastruktur dan penciptaan lapangan kerja, lemahnya regulasi dan pengawasan dapat menyebabkan dominasi asing atas aset strategis nasional. Oleh karena itu, diperlukan kebijakan yang seimbang antara mendorong investasi dan menjaga kedaulatan. Artikel ini memberikan rekomendasi strategis bagi pembuat kebijakan untuk menata ulang regulasi kepemilikan asing agar tetap berpihak pada kepentingan nasional.</p> <p>&nbsp;</p> <p><em>The tourism industry is one of Indonesia’s strategic economic sectors with significant potential to attract foreign direct investment (FDI). However, the influx of foreign ownership in this sector raises a polemic between the need for economic growth and the protection of national sovereignty. This article aims to analyze the dynamics of foreign ownership in the tourism sector by highlighting the economic benefits of foreign investment and the risks it poses to sovereignty, particularly in terms of control over local resources, policy direction, and cultural identity. This study employs a <strong>normative legal research method</strong>, using statutory and conceptual approaches to examine relevant regulations, including the Investment Law, Tourism Law, and Presidential Regulations on the Positive Investment List. The findings reveal that although FDI contributes to infrastructure development and job creation, weak regulation and oversight can lead to foreign dominance over strategic national assets. Therefore, a balanced policy is needed to encourage investment while safeguarding sovereignty.
